Rules now appearing in the header instead of a forum

If you're wondering what happened to the rules, that's basicly because that I moved it as a navigational bar.

The rules still appears as the topic of a forum in which you'll be able to post feedback and questions/concerns. This is so that:

1) It'll be visable to everyone.
2) Gives it a more global feeling.
3) Makes it more professional looking.
4) Conserves time when you need a reminder of the rules when people forgets.

I've logged out to test this and it worked.
